The Victorian Parliament passed the Labour Hire Legislation Amendment (Licensing) Bill 2025 on 9 December.
The amendments will make changes to the Labour Hire Licensing Act 2018 (Vic), including by redefining 'labour hire services', which may extend the scheme's coverage to supply chain and intermediary businesses involved in labour supply arrangements. The requirements for the 'fit and proper person' test applicable to 'relevant persons' will become more stringent. Additionally, the Victorian Labour Hire Authority will have enhanced powers for monitoring, investigation and enforcement. The Authority will also be able to publish more information and share information with other governmental bodies and departments.
The amendments commence on the earlier of proclamation or 1 October 2026.
